Title- University of Iowa Vietnamese Student Association

Preamble- The name of this organization shall be the University of Iowa Vietnamese Student Association.

Date: 08/31/10

 

Article I

Purpose

The purpose of the organization will be to enhance fellowship among all Vietnamese, to learn more about Vietnamese culture, to preserve an open environment that will create opportunities to share our experiences and backgrounds with each other and with people from different cultures.

Article II

Membership

a)" In no aspect of its programs shall there be any difference in the treatment of persons because of race, national origin, color, creed, religion, sex, age, disability, veteran status, sexual orientation, gender identity, or associational preference, or any other classification which would deprive the person of consideration as an individual.” The organization will guarantee that equal opportunity and equal access to membership, programming, facilities, and benefits, shall be open to all persons.

b) Membership is open to all Vietnamese in Iowa City, University students, faculty and staff members, and those interested in the Vietnamese culture and language.

c) At least 51% of our members must be University of Iowa students. The minimum members are 5.

d) We will admit new members by familiarizing them with our organization and its goal and by including their names on a list of current members.

e) Membership fee is $10.00 for an academic year.

 

Article III

Officer

Section I- The officers of the Vietnamese Student Organization shall consist of a President, a Vice-President, a Secretary, a Treasurer, and Executive Committee members

 

Section II- Duties and power:

a) The duties of the President shall be to preside at all meetings, to call special meetings, and to appoint any committees necessary to carry out the objectives of the organization, and reapply for recognition for the following year.

b) The duties of the Vice-President shall be to perform all the duties of the President in his or her absence, to publicize the meetings as the correspondent in public relations with the University of Iowa.

c) The duties of the Secretary shall be to keep an accurate, permanent record of the proceedings of the organization, and to take charge of all correspondence such as writing necessary reports, take minutes and editing the annual Vietnamese magazine.

d) The duties of the Treasurer shall be to keep an accurate and complete record of all monetary transactions and to collect contributions. The Treasurer must disburse fund money in accordance with the regulations of the University.

e) The duties of the Executive Committee members shall be to work hand in hand with the officers. to be at all meetings, and to help plan activities.

 

Article IV

Advisor

There shall be one official advisor, but participation by other faculty members and parents is welcome and strongly encouraged.

Article V

Meetings

The organization shall meet at least once each month on a day designated by the President or Vice-President and advertised in the DI and notified by mail at least ten days in advance.

Section 1-Expenditures

The treasurer's signature shall be required for final authorization of any and all expenditures. The treasurer shall be required to make a report of all expenditures.

 

 Article VI

Election of officers

a) The officers shall be elected each year on the first Friday of May. The new officers shall begin their terms of office immediately.

b) Any member is eligible to hold office.

c) Nomination for officers shall be taken from the floor or self nominated.

d) Voting shall be by ballot, the ballots to be counted by the acting officers.

 

Article VII

Finances

The sources of funds will come from:

a) Membership fee

b) Student Senate fund

c) Upon dissolution state money and mandatory student fees revert back to the granting organization.

Group fees should be divided as stated in the constitution and carried out by the dissolving group’s members and officers.

If group has dissolved and group fees have not been divided as stated in constitution by 5 years from last account activity monies in group’s 00 account specified for this purpose within UISG. These funds will then be available for distribution through SABAC guidelines in compliance with University of Iowa policy.

d) Statement of where group fees should be divided upon dissolution

(FYI: the University of Iowa or UISG is not responsible for the division of student fees that you have outlined above. It is up to your group to submit a copy of minutes which has record that your group agrees this is what is to be done with the money, along with filling out the appropriate approval forms, vouchers, and tax information in the Student Organization Business Office)

 

Article VIII

Amendments

Section 1- Proposed amendments to this constitution shall be submitted in writing and read at a regular meeting.

Section 2- This Constitution may be amended by a standing majority vote of three-fourth of those members present at the meeting

Article IX

Ratification

A unanimous vote shall be necessary to ratify this constitution.
